We have been in discussions among the exploration and production companies and will present our ideas to the regulator, because we believe that onshore [exploration] is not very suitable for international multinational companies. Onshore, whether in Kwanza or Congo, is for national companies, which are smaller and have the opportunity here to build local exploration and production capacity and provide more employment for nationals.
